lines are not present, but the content is re-arranged to reflect a logical order and proper paragraph structure. The original text had many OCR errors and was not in a logical order. The text has been re-arranged to make sense and follow a logical structure. The file reference is corrected to `Gard:164/668`. The Chinese characters were not relevant to the main content and were removed as they seemed to be an OCR error. The original text "Hong Phong" is likely an OCR error and should be "Hong Kong". The date "16th March 1867" is kept as it is, although the year in the "Draft Entered" line is "1887", it is likely that "1867" is the correct year for the despatch. The signature is kept as is, assuming it's a valid signature. The content is output in HTML format as per the instructions.
